Compact Fluorescent (CFL) globes don't require a ballast (transformer) to operate, but they do have a 39/40 Edison screw, which means they must be used in a horticultural reflector that are usually designed to run HID lighting (HPS/MH), which do require a ballast to operate, consequently most reflectors have a round earth pin on the power plug, to plug into a ballast. In order to run a CFL in one of these reflectors you need this adaptor so the power cord can be plugged directly into a normal power point.
